City Manager Dr Brink leads high-impact operations in Randburg and Midrand

The City of Johannesburg, under the leadership of City Manager Dr Floyd Brink, executed five coordinated enforcement and service delivery operations across Randburg and Midrand. Conducted on 28 January 2026, these interventions form part of the City’s High Impact Service Delivery Programme, targeting illegal activities, by-law contraventions, infrastructure decay, and public safety risks.

The multidisciplinary operations involved Citizen Relationship and Urban Management (CRUM), Johannesburg Metropolitan Police Department (JMPD), Johannesburg Roads Agency (JRA), Pikitup, City Power, and the South African Police Service (SAPS).

Randburg CBD

The first operation focused on the Randburg Central Business District, addressing severe litter, illegal trading, unlawful mechanical operations, traffic congestion, and illegal land use. Teams also carried out pothole patching, grass cutting, and road marking to stabilise the CBD and improve safety.

Kyalami Road Informal Settlement

At the Kyalami Road informal settlement, two illegal shebeens were shut down, alcohol and a gambling machine confiscated, and unlawful electricity connections removed. Informal trading activities were also addressed.

Noordwyk SPAR

Illegal traders were removed, with the City clarifying that Certificates of Acceptability only confirm food-handling standards and do not authorise trading in public spaces. Consent must be obtained from the city’s Department of Economic Development and JMPD. Residents can apply via https://informaltrader.joburg.org.za.

Midrand Operations

At Cheeky Tiger, officials uncovered illegal land use, with the venue operating a club under a hotel liquor licence. Seventy-three rooms reportedly used by employees are now under compliance investigation. At Hongbo Entertainment, illegal land encroachment and occupation without approvals prompted enforcement action.

Humanitarian Focus

Dr Brink emphasised that while enforcement is critical, human dignity remains central. Displaced individuals were referred to shelters and support services. He also reaffirmed the City’s commitment to decisive, visible action against disorder and illegal activity.
